マサカでの生活 ~My life in Masaka~ 1

今日はウガンダの保健医療について、そして自分がどんなことをしているか簡単に紹介します。
ウガンダ国内には、保健省の中に国立病院が2施設、地域中核病院が11施設、県立病院が約80施設、そしてヘルスセンター（保健所）が多数あります。この看板にもあるように、基本的に医療費は無料です。
"All Services are free!!"

自分は地域中核病院の1つである、マサカ地域中核病院というところで働いています。地域中核病院とは、あまり聞き慣れない言葉だと思いますが、地域周辺の小さい病院やヘルスセンターを管轄（サポート）する、地方の拠点病院のことです。
ここまで聞くと、施設がしっかりしていて、きれいで何でも揃っているかのように思えますが、当然日本とは比べられません。マサカにやってきて1ヵ月半ですが、課題はたくさんあります。
医療機器を安全に使うために、医療機器のエンジニアとして適切な使用方法や点検、修理を行うことが要請内容となっていましたが、まずは"整理＆清掃"そこからです。

使ったらそのまま放置、医療機器が行方不明、壊れて倉庫に長年眠っている、機械の操作マニュアルがない、、、言えば切りがありません。
地域中核病院ということもあり、主にヨーロッパや日本から医療機器が提供されますが、操作しようとせずに新品のまま放置してあることもあります。自分より英語を読めるのに、マニュアルを読もうともしません。何だか悔しいです...

今取り組んでいることは、整理整頓を行うための5S活動を広めること、そして医療機器の簡単な操作マニュアルの作成です。5S活動とは、Seiri（整理）、Seiton（整頓）、Seisou（清掃）、Seiketsu（清潔）、Shitsuke（躾）です。英語では、Sorting, Set, Shine, Standardize, Sustaining。

医療機器の一覧表を作ると、マサカ地域中核病院だけでも約80種類、約300機存在しますので、初めて見る機器も少なくありません。医療機器のマニュアルが無いものはインターネットで探したり、実際に操作して試行錯誤中です。
また他にも、個人的な趣味で家電やパソコンを修理したり、エクセル、ワード、パワーポイントなどのパソコン操作を教えたりしています。思ったよりやることが多くて嬉しい限りです。医療機器のエンジニアというよりは"何でも屋"になりそうです。

同僚と5Sと3種類の医療機器についてプレゼンテーションを行いました。その時の様子です。

I'll talk about medical health system of Uganda and my assignment briefly.
In Uganda, there are 2 National Referral Hospitals, 11 Regional Referral Hospitals, about 80 General Hospitals and a lot of Public Health Centers. As the signboard says medical expenses are basically free!!
I'm work at a Masaka Regional Referral Hospital. I think you might not get used to hearing "Regional Referral Hospital". It is a foothold hospital and supports in small hospitals and health centers.

I think you must be imagined that they have a comfortable facilities and enough medical equipment so far. However, I found a lot of problems in my hospital for past one and half months.

Originally, my assignments are teaching how to use medical instruments, how to maintain and how to repair in order to operate properly.
But now, I'm starting from "Sorting and Cleaning" first because they usually leave medical instruments anywhere after use. Also, there are broken medical instruments in the store, they lost operation manuals...... that is an everyday experience.

Since it is a regional referral hospital, sometimes there is a contribution of some new medical instruments by Europe and Japan.
However, they don't use them and don't read the operation manual even though they can read English better than me.

Now, I'm trying to implement that spreading the 5S activities and making the brief manual.
5S activities are "Sorting", "Set", "Shine", "Standardize", "Sustain". This is the initial letter of these words. I believe that these tools and skills are going to improve their working environment.

I made the inventory about all medical instruments which we have.
As a result, there are about 80 kinds and about 300 of them so, a lot of medical equipment which I've never seen. I'm looking for some lost operation manuals through the internet and making a brief manual with operating them by myself.
Repairing broken computers and home electronics are also my job like hobby. In addition, I'll teach how to use Microsoft Office (Excel, Word, Power Point).

I'm grateful to have such a lot of works for me. I'm a jack-of-all-trades rather than a medical instruments engineer.
The 16th of March, we made a presentation about 5S and 3 kinds of medical instruments.
